In reference to the Defense Base Closure and Realignment (BRAC) Commission's mission to support possible closure of military bases, why can't DoD transfer ownership of certain bases to FEMA to use as "staging bases" where supplies and equipment can be strategically located in response to emergencies? In addition, these locations can be used for training. States where these bases reside could benefit as well in assisting with their emergency operations, as well as partnering with non-profits. The "staging bases" could continue to employ many civilians impacted by the base closure to manage and maintain. It would be a win-win for locals impacted, State Government, FEMA, and better PR for the Federal Government.
