One problem with trying to share information to the public is that lower level employees may not be actually interfacing with the big picture. Many are given directives that are disconnected with the true day-to-day activites that are taking place in the fields. I was recently asked on an interview what were the core values of my agency. I was familiar with the core value retoric however, I was out of the loop as far as to be able to reciete the values. I spent some time looking for them on the the intranet but without success. This is an example of how there is still a very large disconnect between the overiding principals and activites of our agencies and it workers. I believe that if more emphasis is placed on worklife issues employees will themselves take more of an interest in aquiring and implementing new information and policies and feel confident in sharing it with the public.
