DHS should should have all reporting agencies take off their regulatory hats when making decisions on security related issues. Instead of holding stakeholders at arm's length, DHS should ensure they are invited in as full partners in the decision making process from day one. This will ensure greater likelihood of the right course of action being decided upon and much better buy-in by the stakeholders when the regulatory hat is put back on. Those of us out on the front lines (at an airport, in my case) are just as interested in providing maximum security as is any department within DHS and just as capable of keeping secrets. There is no reason, other than past practice, that full partnership decision-making should not take place. This will result in greater transparency, greater participation (Obviously) and greater collaboration.
