Put all unclassified reports to Congress on DHS.gov

The Department sends hundreds if not thousands of reports to Congress every year, most of which are unclassified, but very few of these are available in the public domain. DHS should create a public repository of such reports on its website.

    While this is a great idea, in order to to implement this we need to dedicate resources for this, including, but not limited to:

    - create an electronic repository to house these reports from the past and in the future

    - manpower to gather, sort, ensure accessibility (508 compliance) of all reports

    - manpower to maintain repository of reports
