Empowering citizens to help first responders help them

The official recognition of a simple system that allows communication between survivors/nonsurvivors and first responders in aftermath of a disaster, when a disaster alert is issued (hurricane, tornado, etc...) the citizens in the affected area that cannot evacuate prepare as they normally do but add one step, tag children w/solid red lights, women w/solid green lights, men w/solid blue lights. Once the disaster passes... more »

24/7 Field Triage Preparedness

The recognition & adoption of a standardized national illuminated color coded system for triaging MCI patients 24/7. Today different States & organizations use different triage cards and tapes for triaging patients. The one thing they all have in common is not the language or format of the triage cards but it is the color given to each priority. If a national color code standard is adopted then no State or Agency would... more »

Use of CAC Cards to Streamline Airport Screening

Have CAC Card readers installed in Airports that would allow Government & Military personnel to be identified easily and to possiblily reduce or eliminate their screening prior to boarding. Full screening for CAC card holders could be done on a random or sample basis to ensure that the process is still working. It also may be possible to adapt the philosophy of CAC Card ID to civilian flyers (corporate, frequent fliers,... more »

How to share No Fly List

Your current process has a problem. You are relying on too many airlines to nab the terrorist. At times it could be possible that terrorists have bribed or have a collusion with airline staff. How do you track this? Makes things more difficult for DHS.

Instead my suggestion is as below;
- No fly list - The US Department of Immigration/Border Customs/ should be connected to a single national grid and this connectivity... more »

Giant 747 Super Tanker with Foamed Oil Eating Microbes

We are negotiating an emergency response, co-ordinated project with Evergreen Aviation, Chemguard Foam, Alabaster Microbe, and CAFSCO Emergency Response to use a giant 747 SuperTanker to apply a special mixture of NCP listed dispersant with a biodegradable fire fighting foam that will stick to the crude on the sea surface and emulsify the oil into a form that is consumable by the oil eating microbes.

The Aircraft... more »

long dealay on form I-130

I am an American citizen. I am desperate to bring my wife home to me. The bureaucratic struggle that we are facing is trying to say the least. Our story begins way back in early December 2008. After spending days filling out paperwork we began waiting. Of course the daily phone calls regarding our case brought no reply.
I was actually told by a USCIS representative to wait for SIX MONTHS! After much pointless negotiation... more »

LAX Security

I've noticed a potential security issue at Los Angeles International Airport and felt I should share it. In terminal 7 (and perhaps some of the other terminals) there is an open mezzanine that is upstairs past all security checkpoints. This mezzanine is only about 20 feet above the check-in areas. It would actually be rather easy for someone to throw a weapon up there (where I believe it would land in some decorative... more »

STOP SPP PROGRAM

I believe that the SPP PROGRAM SHOULD BE STOPPED ALTOGETHER. The DEPARTMENT OF HOMELAND SECURITY AND TRANSPORTATION SECURITY ADMINISTRATION work in UNISON to FIGHT AGAINST TERRORISM..and to PROTECT OUR MODE'S OF TRANSPORTATION abroad. With that, I believe that the American people have come to recognize us as ONE TEAM- FIGHTING TOGETHER FOR ONE CAUSE. If this "unison" is broken by some airports becoming privatized and... more »

Program Viability/Executability

Too many Government programs overrun these days. I believe that favorable program acquisition decisions should not be made without realistic life cycle program costs. Those costs should be reviewed in conjunction with the current budget constraints to determine whether they are viable or whether capability should be traded off in order to stay within a constrained budget. Too often programs are allowed to proceed through... more »

DHS Policy on Social Media

With the recent DoD Memorandum on the Responsible and Effective Use of Internet-based Capabilities (http://www.dtic.mil/whs/directives/corres/pdf/DTM-09-026.pdf) the Department of Defense has taken a proactive new stance which recognizes the impact and applicability of new media tools. DHS and the balance of the federal government must rapidly follow suit. While the log in for this site displays a link to Twitter and... more »

I have ideas.

I have ideas of innovation for the DHS but don't want to share them with the rest of the world. How can I sit down face to face with people from your IT/Innovation team to see if my ideas have been considered or not. If they have not, how can I ensure they do not be jeopardized as I am looking to retire from Civil Service and work to contract the ideas out myself since money is the name of the game. I like everyone... more »
