How can our agency encourage two-way conversations with the public to share ideas and expertise to improve our work? What specific tools and strategies should we use to encourage these public conversations?

Delivering Integrated EMI training to the public hlth workforce

Delivering Integrated EMI training to the public health workforce – a simple fix States and organizations responsible for maintaining records for required Emergency Management Institute (EMI) courses report that they are spending approximately a quarter of a million dollars annually to manually integrate completion information into TRAIN (https://www.train.org), which serves over 50% of the public health workforce ...more »

Preparation is Not a Dirty Word

DHS needs to put out comprehensive instructions for preparing for different disasters. Natural and man-made disasters occur someplace daily but those who would prepare are characterized as crazy people. The job of helping after any sort of disaster is improved if victim's are not in a state of total devestation. The only way that can be avoided is to prepare in advance. We Americans are not used to having to prepare, ...more »

Run more public dialogues like the Homeland Security Dialogue

DHS should run more public dialogues like the one they did for the Quadrennial Homeland Security Review. This dialogue (http://www.homelandsecuritydialogue.org/) was open to the public, easy to use, and engaged thousands of people in shaping policy that impacts us all.

DON"T OUTSOURCE HOMELAND SECURITY

To whom it may concern, I am posting this idea in response to a disturbing issue that is happening in Montana. The airport where I work,(GPI),as well other Montana airports, have applied to return to a private contract screening force. Having worked for a private contractor prior to GPI federalization, I feel this is a step backwards in the evolution of Homeland Security. The de-federalization of Homeland Security ...more »

Provide Top 3 Strategic Goal Metrics for all DHS Components

Provide a one stop shopping information portal to the public that lists data and metrics related to the Top 3 Strategic Goals for each and every DHS Component. Quarterly would be reasonable I suppose. If a component's goal was 10 annually, and 1st qrtr was 3, second qrtr was still 3, that component would not be pleased to post that performance. That's accountability. The goals should be of public interest. Sharing meaningless ...more »

Glacier Park International Airport, Kalispell, MT

To:Director Napolitano. With regard to the proposed privatization of the above I wish to register my very strong objections to this SPP program. I am a traveler through the airport and I have also worked there and so I do know at first hand the general situation. The Airport Director (Cindi Martin) states that her reason for privatization is due to the fact that there were delays in processing passengers during ...more »

CONTINUE ENGAGING THE PUBLIC

I really like how the public's opinion counts... but how can we do more in our communities? I want to be more involved in the safety and security of my community. Support for local programs and new and innovative initiatives need to be increased because local gov't seems to be ignoring these efforts due to a lack of money.

National Planning Scenarios

I understand the history of the current DRAFT versions of national planning scenarios that were circulated for the past few years and that DHS has undertaken an effort to create new scenarios. This cannot be a DHS led initiative. DHS, State, and DoD need to work with the NSC and NIC to develop a set of realistic planning scenarios. Many of these scenarios, such as WMD Proliferation, are global threats and would cross ...more »

Threat level revamp idea

The color-coded system is a pain, it fluctuates a lot, and the effect it has on people is it desensitizes them. No one really understands why it changes colors. We need to find a way for people to be prepared and know of possible threats. What is better than the threat advisory system? I say, Look at weather advisories. There are weather advisories, tornado watches, tornado warning. Advisories are like, a "Be on the ...more »

Public Security Reporting Tools

To get the public really involved in the counter-terrorism effort there needs to be a variety of easy to use mechanisms for them to report potential security issues. For example the Infrastructure Security Compliance Division has a hot line (http://csat-help.dhs.gov/ FAQ #1620) for people to report “possible security concern involving the Chemical Facility Anti-Terrorism Standards (CFATS) regulation” at the facility they ...more »

Preparedness for a disaster

Someone was looking for ideas on how to get the public prepared for a disaster. I would suggest that more citizens take advantage of the Citizen Corps/CERT training. It is filled with life saving information.
