How can our agency encourage two-way conversations with the public to share ideas and expertise to improve our work? What specific tools and strategies should we use to encourage these public conversations?

Provide Top 3 Strategic Goal Metrics for all DHS Components

Provide a one stop shopping information portal to the public that lists data and metrics related to the Top 3 Strategic Goals for each and every DHS Component. Quarterly would be reasonable I suppose. If a component's goal was 10 annually, and 1st qrtr was 3, second qrtr was still 3, that component would not be pleased to post that performance. That's accountability. The goals should be of public interest. Sharing meaningless... more »

Leadership

National security isn't a Web 2.0, Wikipedia-like undertaking. I trained for years to be expert in my field. I expect those protecting our country to be trained experts who have done the same and can LEAD with their knowledge, experience, and creativity. This forum is nothing more than a feel-good exercise--I hope. If the safety of the country depends on a suggestion box, we're doomed.

Preparation is Not a Dirty Word

DHS needs to put out comprehensive instructions for preparing for different disasters. Natural and man-made disasters occur someplace daily but those who would prepare are characterized as crazy people. The job of helping after any sort of disaster is improved if victim's are not in a state of total devestation. The only way that can be avoided is to prepare in advance. We Americans are not used to having to prepare,... more »

TSA Refuses to Tell Me the Rules

A few months ago I asked an agent at the airport what is a safety razor and what are the rules regarding spare blades. He told me to contact someone through the TSA web site. I wrote the TSA. I explained why I wanted to change from a cartridge razor (they are becoming scarce as well as 3-5 blades on a razor cartridge is ludicrous and expensive). I asked about carrying extra blades and would single or double edge blades... more »

National Planning Scenarios

I understand the history of the current DRAFT versions of national planning scenarios that were circulated for the past few years and that DHS has undertaken an effort to create new scenarios. This cannot be a DHS led initiative. DHS, State, and DoD need to work with the NSC and NIC to develop a set of realistic planning scenarios. Many of these scenarios, such as WMD Proliferation, are global threats and would cross... more »

Threat level revamp idea

The color-coded system is a pain, it fluctuates a lot, and the effect it has on people is it desensitizes them. No one really understands why it changes colors. We need to find a way for people to be prepared and know of possible threats. What is better than the threat advisory system? I say, Look at weather advisories. There are weather advisories, tornado watches, tornado warning. Advisories are like, a "Be on the... more »

You Can’t Manage What You Don’t Measure!

“You Can’t Manage What You Don’t Measure: Can You Improve If You Don’t Measure?" American Customer Satisfaction Index (ASCI) Dr. Claes Fornell, a distinguished professor and worldwide expert on customer satisfaction, took five years to develop a patented methodology, called the American Customer Satisfaction Index (ASCI). Since then (1994), there has not been another solution developed anywhere in the world that... more »

Public Security Reporting Tools

To get the public really involved in the counter-terrorism effort there needs to be a variety of easy to use mechanisms for them to report potential security issues. For example the Infrastructure Security Compliance Division has a hot line (http://csat-help.dhs.gov/ FAQ #1620) for people to report “possible security concern involving the Chemical Facility Anti-Terrorism Standards (CFATS) regulation” at the facility they... more »

Cybersecurity: Consolidated Zero-Day Citizen Reporting Portal

DHS should partner with commercial companies and government agencies to provide a consolidated portal for citizen reporting zero day vulnerabilities in both proprietary and open source code. Citizen reports should be relayed to both national CERTs and the companies or communities respond for patching the vulnerability. All reports should be logged into a secure central system managed by the government, similar to... more »

Disaster Preparedness/Aftermath/Recovery

When it comes to our property, what do we expect in case of loss (hurricane, tornado, earthquake, flood, fire, etc.)? The disaster itself is news. What happens after the dust settles is the story: the aftermath shock. Insurance policyholders, and more importantly disaster survivors, need to be informed of access to equality--basic rights and information. The internet reaches far more people than anyone would have... more »

Everyone talking to one another at all levels of government

What ever happened to talking to one another at all levels. For the last 15 years, the federal, state, local, city have not spoken to the taxpayers unless they want a bill passed..If everyone would talk together instead of withing their own division (city, state, federal governemts) it would be a better place...Things would be done in a short period of time....WE need to work together as one unit, NOT DIVEDED!!!!! Regularizing dates for DHS events

It would be extremely helpful to the public, vendors and the media if DHS would schedule annual, recurring events on the same dates each year. This would aid planning, participation and transparency. Three events in particular could benefit from annualization: 1) Release of the Grants Guidance. This has been released in the past on a variety of days in the November-February time frame. I would suggest that Dec. 1 each... more »
