HSIN-Citizen - Improved Citizen Awareness about Threats

Center for Domistic Preparedness

Expand the CDP to include mandatory classes for Mayors, City Managers etc. When I attend a class at the CDP, I see first responders, Emergency Managers,and Planners, but not the people who also need to be there.

Before a Mayor, City Manager, Council Member from any size town takes office, he/she should have core training in emergency management.

SPP (Screening Partnership Program) outsourcing is costly

According to to GAO report, SPP costs the federal government 17% more to operate. In Montana we have seven east side airports that are private and the other seven airports are federalized. Threat Level/Government sharing with the public

I work at an airport and am frequently being asked what does the 'threat level color mean'? The various colors used are a good idea but I feel that the signs with the 'colors' posted need to verbalize what danger it represents. "RED-EXTREMELY HIGH THREAT LEVEL "ORANGE-HIGH THREAT LEVEL", ETC. I believe that the SPP PROGRAM SHOULD BE STOPPED ALTOGETHER. The DEPARTMENT OF HOMELAND SECURITY AND TRANSPORTATION SECURITY ADMINISTRATION work in UNISON to FIGHT AGAINST TERRORISM..and to PROTECT OUR MODE'S OF TRANSPORTATION abroad. No more private/for-profit prisons to incarcerate immigrants

Ms. Napolitano, we have you on record several times saying immigrants would no longer be incarcerated just for coming here, yet you are working with Corplan Corrections for a new facility in Benson, AZ, and you are still allowing the infamous Tent City in Raymondville and the other prison at Port Isabel, both in Texas. Why? Please explain how this can possibly be change we can all believe in?
