Perpetua Technologies has a low-cost tool called Samariteam that a number of CERT and VIPS sites are using. This system is designed specifically for Citizen Corps programs and works really well. It's designed from the ground up to be hierarchical and reduce or eliminate the burden on volunteer leadership to keep track of contact and location information.

The DHS currently has an abstract purpose that tries to include anything that has to do with security. simplify and let the separate sub-bodies compose their own, specific, mission statements. It should be clear enough that when the basic lay-man reads it, it is understandable.
Ms. Napolitano, we have you on record several times saying immigrants would no longer be incarcerated just for coming here, yet you are working with Corplan Corrections for a new facility in Benson, AZ, and you are still allowing the infamous Tent City in Raymondville and the other prison at Port Isabel, both in Texas. Why? Please explain how this can possibly be change we can all believe in?

Given the static nature of some data, how will DHS plan to allow other agencies to leverage the published data? Seems like other agencies data would merge nicely with DHS data … but this is hard to do today.
