Working Together: Governments, Businesses, Non-Profits...

How should we collaborate with individuals, businesses, non-profits, other agencies, or state/local governments? What kinds of prizes/contests should we consider to attract others in working with us? What top problems should we tackle together?

Helium-3 Working Group

The Transportation Security Administration (TSA) has new radiation detectors which require Helium-3, unfortunately there is an insufficient supply on the Earth. Helium-3 is also needed for Military, Medical, Fusion research and Scientific use. The Moon has a large amount of Helium-3. Homeland Security should form a working group with members from TSA, DOD, the scientific community, Dr. Harrison Schmitt and Dr. Gerald... more »

EquipAmerica (powered by TractorFax ITIQ)

The below excerpt from the first responders community "one stop - shopping mall" website at www.rkb.us says lots about collaboration in addressing a 30 year missing capabilities:

Collaborative Preparedness and Unity in Effort are the real brilliance, genius, and beauty behind NIMS. Since an effective response begins at the local level, those responsible must have the ability to inventory, control, preplan, and share... more »

Medical preparedness provider database

Should have a database of all healthcare providers with a voluntary assigned territory for emergency care designated in advance. Since I have never been contacted I know this does not exist. Included should be all alternative health care providers such as acupuncturists etc. since in a major emergency ALL care could be critical. Necessary for participation is a suspension of liability for providers when the disaster is... more »

Know Your Enemy

As a CIA Special Operations Officer, with over a decade of counterterror, counterinsurgency, and homeland security experience, overseas, I came to know and operate against leaders of several terrorist/ narcoterrorist groups. In order to develop an effective strategy to prevent/ defeat attacks by these groups, all those engaged in countering the threat need to know how our enemies think ---and why they think the U.S. can... more »

eAPIS availability/Remote areas

As it stands now, eAPIS must be used via the internet. This creates substantial problems for remote operators, such as seaplanes in remote lakes of Canada. Internet service is simply not available. Although CBP did make some changes to the rule-making, the simple fact remains that weather cannot be relied upon to allow a timely departure in these locations, thus potentially voiding an eAPIS general aviation manifest.... more »

Empower, Bring HOPEdon't Enable Victims of Disasters

One way to get top college students into FEMA's practicum, is to design various schools which incorporate the media--such as HGTV,top chefs, physcial trainers, builders of all trades, (iron workers, woodworkers, solar panel installers)the list goes on.
The goal would be to offer ways to train able bodies disaster victims, who have no skills to readily move to another location and survive financially.

Use hierarchical web-bsed collaboration tool: Samariteam

Hello!

Perpetua Technologies has a low-cost tool called Samariteam that a number of CERT and VIPS sites are using. This system is designed specifically for Citizen Corps programs and works really well. It's designed from the ground up to be hierarchical and reduce or eliminate the burden on volunteer leadership to keep track of contact and location information.

You can learn more about Samariteam at www.samariteam.com... more »

No more private/for-profit prisons to incarcerate immigrants

Ms. Napolitano, we have you on record several times saying immigrants would no longer be incarcerated just for coming here, yet you are working with Corplan Corrections for a new facility in Benson, AZ, and you are still allowing the infamous Tent City in Raymondville and the other prison at Port Isabel, both in Texas. Why? Please explain how this can possibly be change we can all believe in?

Sharing Resources and Infrastructure

Have you considered the resources available through the US Postal Service? As they downsize from 800,000+ employees, their systems may be available for processing payroll and other data. USPS has a huge database, from which DHS is probably already retrieving information, but it could also be a resource for processing DHS employees. The USPS owns its own phone line, it has airport hubs that are going mostly unused because... more »

Other OpenGov Ideas & Information Resources

Rather than post each of my "OpenGov" Ideas at 27 different websites, I have posted them at the GSA's website (since they are in the forefront of the OpenGov initiative). So, by this notice, the members of the OpenGov Team for this agency have been informed of those ideas. (At least, now, you can't say you were unaware of them.)
